Supporting Loper Athletics through tailgating prior to football games is a time honored event built on the tradition of enjoying the fellowship of friends, the Loper Spirit and great Loper Football. The University of Nebraska Kearney encourages responsible tailgating in an effort to enhance the game day experience, ensure a safe game day atmosphere to all fans and preserve a beautiful campus.

It is important to note that University rules prohibit the use of alcoholic beverages on the campus. In an effort to reach out to supporters of Loper football, the institution has adopted a game day exemption that will take place in conjunction with Loper Football games. It is also important to note that the University of Nebraska Kearney Athletic Department, , in cooperation with UNK Police and Parking Services have worked to implement rules and regulations to fully comply with Board of Regents (BOR) Policy 6.4.1 as it relates to responsible consumption during University sponsored events in a predetermined designated area (Loper Alley).
These rules outline the procedures necessary to guarantee the following goals and objectives are achieved.
- Full compliance/satisfaction with BOR policy 6.4.1.
- Full compliance with regulations set by the Nebraska Liquor Control Commission (NLLC).
- Full compliance with regulations set by the City of Kearney in regards to "festival" events within the city limits.
- Full compliance with institutional regulations set by Public Safety & Facilities.
- That all measures are taken to ensure the safety of our fans and patrons attending Loper Alley.
Food/Alcohol Policy
Loper fans are encouraged to bring their own food and non-alcoholic beverages to the
Loperville Tailgating Zone; however purchase and consumption of alcoholic beverages will be restricted to the Festival Zone only. Cunningham's Journal l will be the exclusive dispenser of alcoholic beverages in this area. Â
Those parties wishing to bring their own food and grill must be aware of the following policies as they pertain to grills and clean up:
- All grills must be elevated at least 6-8 inches off the ground.Â
- Grills must be attended at all times.
- Grills must maintain a safe distance of 5 feet from any vehicles.
- Open flame grills and/or fire pits are not allowed.Â
- Grills may not be placed in green space areas.
- Charcoal and grease dumps will be provided by the University.
Those individuals over the age of 21 wishing to consume alcohol MUST BE ABLE TO PRESENT A VALID PHOTO ID at the entrance to the Loperville Festival area and will be required to wear a wrist band. A certified TIPS (

S) trained staff members will be present upon entry. Individuals must comply with all State of Nebraska Laws regarding alcohol consumption.

Cunningham's Jourrnal is an approved licensed beverage holder with a transferable license, to serve both food and a mutually agreeable menu of non- alcoholic and alcoholic beverages. Beer and a menu of game-day mixed drinks will be available for purchase. Cunningham's Journal will dispense all non-alcoholic beverages in a distinctively different container than those in which alcoholic beverages will be served.
 It is important to note that CUNNINGHAM'S JOURNAL IS AND WILL BE DESIGNATED AS THE EXCLUSIVE VENDOR AND DISPENSER OF ALCOHOLIC AND NON ALCOHOLIC BEVERAGES meaning that PATRONS MAY NOT BRING ALCOHOLIC BEVERAGES INTO THE LOPERVILLE ZONES OR ON CAMPUS.
Enforcement of Alcohol Policy
In accordance with the alcoholic beverage laws of the state of Nebraska, individuals must be at least 21 years old to possess or consume alcoholic beverages. The consumption of alcoholic beverages by patrons of Loperville is at all times subject to the laws of the State of Nebraska and the city of Kearney.
The University of Nebraska Kearney, UNK Police and Parking Services, as well as the Kearney Police Department will work in conjunction to enforce these rules. Representatives from all three entities will be present at all times throughout the duration of the event.

All parties are responsible for making sure their assigned tailgating area is cleaned prior to departing for the game. All trash/recyclable items must be picked up and thrown away. The University of Nebraska Kearney promotes active recycling by all fans. Please assist us by disposing recyclables in their proper bin.

Behavior
Rowdy, threatening or inconsiderate behavior will not be tolerated and may result in ejection, arrest and/or loss of entrance into Loperville
and Loper athletic events.  Any person damaging University property will be responsible for the costs of repairs; including damages to grass from cooking grease and/or sprinkler damage. The University of Nebraska Kearney and the Kearney Police Department reserve the right to enforce event policy at any time. If fans are removed from the premises, there is no refund for season or day-of-game permits. Permits are also none transferable and are the property of those individuals or businesses who purchased them.
It is important to note that activities which promote intoxication (
i.e. drinking games and/or devices created to accelerate alcohol consumption) will not be tolerated and are grounds for removal from the premises.
Family Friendly
Loperville is a family-friendly environment. Please be respectful of those surrounding you. Groups are personally responsible for making sure their guests act appropriately.
Complimentary Services
Tailgaters will have access to the following services:
- Electrical Outlets. The University will provide two (2) power boards for use by day-of-game tailgaters). These electrical boards will only run on the south side of the Loperville tailgating zone. Cords will not be allowed to cross traffic. If you are need of an outlet, you will need to reserve a spot on the south side.
- Tables & Chairs. Eight foot tables and folding chairs will be provided for set-up and use by parties during the event. These tables are available on a first-come-first serve basis and are limited in numbers). It is advised that all patrons bring their own tables and chairs.
- Restrooms. The University will provide restrooms under the west grandstand for the use by patrons of Loperville. You will need to show your ticket and/or check in with athletic personal at the gate.
- Trash Receptacles. Will be located throughout the tailgating areas. (Disposal of grease, hot coals or hazardous materials onto the grounds or into storm drains is strictly prohibited).
- Hot Coal Bins. Will be available for use by patrons.
Security
There will be a designated UNK Athletic representative present at Loperville during the festivities to enforce University and event policies as they pertain to loitering and set up of patrons who wish to return to the site after the game.
